Matt Welsh had his appeal dismissed

Welsh was disqualified under Fina Rule SW4.2, which requires a swimmer to be stationary prior to the starting signal.

Dr Sam Ramsamy (RSA), the chairman of the Jury of Appeal, said: “Having listened to the appeal, starter and referee and thereafter viewing video footage from all angles, the Jury was convinced that the referee had made the correct decision and the appeal was dismissed.”
